Connect Jira from the app, then add it to the allowlist of each bot that needs it.

Rules

• No bot can use it until you add it to that bot's allowlist; bots start with no apps.
• Set its write tools to Ask, so each change waits on an approval card.
• Every tool call is checked against your Allow, Ask or Block rules first.
